The 2023 Green Growth Summit celebrated the Green Growth Partnership's (GGP) 10th anniversary, gathering high-level representatives from EU Member States, institutions, and businesses. Convened by the University of Cambridge Institute for Sustainability Leadership (CISL), the GGP fosters dialogue between progressive European governments and businesses to advance a climate-neutral and prosperous Europe.

The agenda reviewed a decade of climate policy, discussed "stepping stones towards 2040," and explored the Green Deal's impact on EU competitiveness and international relations. Speakers included ministers, MEPs, CEOs, and EU officials, moderated by Bloomberg correspondents.

The U.S. Endangered Species Act (ESA) protects species but acknowledges that some incidental harm, or "take," may occur. Sections 7 and 10 provide distinct pathways to allow activities while minimizing this impact.

Section 7 requires federal agencies to consult with the U.S. Fish and Wildlife Service or NOAA when their actions might affect listed species, resulting in an incidental take statement. In contrast, Section 10 enables non-federal entities to obtain incidental take permits (ITPs) by developing a Habitat Conservation Plan (HCP). The primary difference lies in who is involved: federal agencies for Section 7, and private, state, or local entities for Section 10.

Crucially, while Section 7 consultations can stand alone, Section 10's HCPs always require an accompanying Section 7 consultation. This is because issuing an ITP is a federal action, necessitating its own consultation.
