As states and the Biden administration begin a push to rapidly electrify the U.S. fleet for climate reasons, policymakers are under increasing pressure to rethink how states and the federal government fund transportation infrastructure and services. For decades, motor fuel taxes have generated the majority of state and federal funds spent on transportation, even if recently these taxes have been losing their purchasing power. However, a shift to electric vehicles will require a new transportation funding model. The speakers will discuss the challenges and opportunities with such options as mileage fees, carbon taxes, higher vehicle registration fees, or a shift entirely away from user-generated revenue. By that measure, humanity has been a huge success: our population is only getting bigger, and for a lot of countries, so is our average life-span. Biological anthropologist Agustín Fuentes takes issue with this measurement. In his view, the sheer number of humans living on the planet doesn't necessarily equate to success. In fact, the argument that humans are doing better than ever before is problematic, because it only considers a narrow perspective of Euro-American societies, ignoring other vast cultures and populations. Pankaj Kalita (Ph.D.) is an Assistant Professor at the School of Energy Science and Engineering at the Indian Institute of Technology, Guwahati. He has more than 4 years of teaching and 10 years of research experience in the field of renewable energy (solar energy, thermochemical and biochemical conversion of biomass and energy storage), Thermal management of PVT, and Li-ion battery pack, and Energy Management. He has published more than 50 peer reviewed research papers in various reputed journals, 12 book chapters and more than 20 conference papers. He has implemented many research and consultancy projects. At present two research projects are in progress in the areas of energy storage, and renewable energy integration for remote electrification. He was a recipient of India's Distinguished Visiting Fellow awarded by the University of Nottingham, the United Kingdom in 2010. He was also selected for attending the prestigious India-UK young scientist networking conference on low carbon technologies held during 2-3 December 2009 in Kolkata organized by British Council Kolkata. He has also represented IIT Guwahati in the 2nd Winter School held at Gifu University, Japan in 2016. He has been awarded an early career research award by Science Engineering Research Board (SERB), DST, Govt. of India. He has organized five short-term courses, one national conference, and one International conference sponsored by TEQIP in the areas of clean energy, waste to energy, thermo fluids, and renewable energy successfully. If we enact policies that require companies to pay for their greenhouse gas emissions, we would see an immediate change of behavior from them, in regard to how much they contribute to climate change. There's growing agreement that the climate crisis is real among both Republicans and Democrats. The main concern, however, among those who are still critical of its significance is whether it will limit people's choices or slow the economy. Daniel C. Esty is the Hillhouse Professor of Environmental Law and Policy at the Yale School of Forestry & Environmental Studies and the Yale Law School. Known for his innovative policy ideas and commitment to transformative change, Dan served as head of the Connecticut Department of Energy and Environmental Protection from 2011 to 2014 and in several leadership roles at the U.S. Environmental Protection Agency from 1989 to 1993. Now, here’s metacognition: the act of thinking about thinking. Arthur Brooks, author and public speaker, explains how metacognition helps us reflect on our emotional life, allowing our prefrontal cortex to evaluate signals from the limbic system. For instance, telling children to "use their words" instead of screaming encourages them to engage their prefrontal cortex. The same applies to adults: interrogate your emotions before reacting, and you might just become a more emotionally healthy person. According to Brooks, this is a skill that can be developed over time, so if you’re new to the idea of consciously regulating your own emotions, it’s not too late. He stresses that negative emotions - though unenjoyable - are entirely normal and are even representative of a healthy brain. What matters is how we engage with these negative emotions and what lessons we take away from the experiences they give us. Metacognition is a skill that requires patience and self-kindness. With enough practice and effort, we all can learn to master this ability and enhance our own happiness, as well as the happiness of those around us. Starting in 2011, when Republicans gained control of the House of Representatives, until this March, Congress enacted hardly any major legislation outside of the tax law President Trump signed in 2017. In the same period, the Supreme Court dismantled much of America's campaign finance law, severely weakened the Voting Rights Act, permitted states to opt-out of the Affordable Care Act's Medicaid expansion, weakened laws protecting against age discrimination and sexual and racial harassment, and held that every state must permit same-sex couples to marry. This powerful, unelected body, now controlled by six Republican presidential appointees, sat at the center of American political life, a trend that will likely continue, with profound impacts on the country's political system and civic life. Ian Millhiser, Vox's Supreme Court correspondent, tells the story of what is likely to come from the Supreme Court in the coming years, particularly around significant divisive issues such as abortion and affirmative action.
